Do I have to Replace Every Window in My House at the Same Time?

No, you don’t have to replace every window at the same time, but you should. This is the only way to ensure maximum energy savings. However, the scope of the project is entirely up to you. If you don’t mind mismatched windows in your home, you can certainly replace a few at a time.
